At the same time, the economic consideration of the entire process must accommodate the time interval between the various events comprising the comprehensive conservation process. This concrete reality underscores the need to reflect on the specificity of preparing an appropriate, flexible budget subject to the dynamics of changes these projects require, rather than merely applying a standard pricing list to the quantity survey. Budget deviations in restoration projects are generally considered normal, partly due to the widespread lack of accurate preliminary studies that enable a more precise and informed intervention project. Additionally, unforeseeable factors affecting work progress during project execution contribute to these deviations. Although this situation may appear inevitable, proper programming during both phases of drafting of the project is a key success factor in the entire process. In a context where the criterion of the economically most advantageous offer is based on the best quality-price ratio or the life cycle cost, the strategic budget planning that allows for deviation control during construction becomes an essential element for project success.
