In achieving policies that lead to the development of resilient urban systems, hazard mitigation and prevention strategies must begin to adopt urban-scale analyses as the first stage of expeditious assessment, to which detailed analyses at the individual building level should be complemented. The paper illustrates, through a case study, the application of urban-scale analysis tools on historical centers to highlight the potential and limitations of these tools in seismic risk management.
