Current international guidelines interpret cultural heritage in a process-oriented way that places communities at the centre of conservation actions. It follows that heritage, to be recognised as such, must play a central role in social life and that no heritage can be effectively conserved without the participation of the community itself. With more specific reference to reuse projects, the interrelation between heritage and the social dimension is expressed in the inclusion of social objectives in the interventions. These considerations open further reflections in the transition from theory to practice of community-led projects. It is relevant to investigate on the one hand the cultural values placed by the communities as the basis of the interventions themselves, and on the other hand the quality of the projects inspired by principles of social utility. In this perspective, the case of Palazzo Muglioni in Sansepolcro represents an interesting example of bottom-up reuse. The process began in 2013, when a movement became the protagonist of an occupation of the space. In 2016, the structuring of the movement into the CasermArcheologica association allowed it to win the Culturability - Rigenerare spazi da condividere call for tenders. In the following years, the winning of the 2019 call for tenders entitled Rigenerazione urbana in aree interne allowed the work to continue; it was overseen by the municipality of Sansepolcro and reflected a different cultural orientation from the choices that had guided the association. This contribution intends to develop an ex-post examination of the interventions carried out on the building, widening the scope of reflection to the modalities of the construction of the calls for tenders activating these projects. Finally, the contribution aims to reflect on the compatibility of the reuse project in the light of a broader comparison with the principles of quality expressed by Icomos.
