After the Unification of Italy, the Ministry of Public Education established the Antiquities and Fine Arts section to catalogue and protect the national artistic, historical, and archaeological heritage. For this purpose, Provincial Conservation Commissions were created and made mandatory in 1874. However, some provinces formed such commissions as early as 1869, including that of Terra di Lavoro, which is now the province of Caserta. The Commission had the prefect of Caserta Colucci as chairman and Jannelli as secretary. The Commission began identifying and cataloging the area's heritage thanks to the latter's initiatives. Because of the number of archaeological finds and works of art, Jannelli proposed the creation of the Museo Campano di Capua in Palazzo Antignano. Thanks to the establishment of special restoration workshops, the quantity of material that was saved also prompted the creation of museums located in the towns of the province, implementing a diffuse museum system ante litteram that still functions today as a peripheral research and protection institution.
