During the 1990s, a shared approach to the regeneration of “deprived neighbourhoods” spread across several Western European countries. While much has been said of the effectiveness (or otherwise) of so-called area-based programmes, we know little about the practical ways in which concepts, ob-jectives and practices circulated throughout cities and neighbourhoods in Europe. The paper focuses on the history of three programmes, questioning the area-based method from a new perspective.
