The complex relationship between the State and the City in the modern age, an usual theme for the historians, opens a new, and at least partly unpublished, research about the projects and building sites that, after the Cateau Cambrésis treaty (1559) and in first decades of the Seventeenth century, changed Torino in the capital city of the duchy of Savoy. The project, and the earliest idea, is attributed to Ascanio Vitozzi, an engineer came from Orvieto, in the central of Italy. A slow process, extended well over a century, realizes Vitozzi’s idea. Frequently, talking about his plan, the will of the central government, supported by the court, is compared with the local one, maintained by municipal administrators. Central is the role of engineers who became mediators between the institutions because of their works for the duke and, contemporary, for the City Council. The essay, part of the literature about the history of Torino and its history of architecture, compares the project of fortifications attributed to Ercole Negro of Sanfront, the first design of Vitozzi’s solution, with another sketch, probably a metric survey, that shows Città vecchia’s conduits and Città nova’s ones. The second drawing, then, is related with City Council’s minutes. From the comparison, it gathers the professional responsibilities in civil and military subjects of man called, because of an act, «engineer». Chief is the figure of Carlo of Castellamonte, a military and civil engineer who worked on many building sites requested by Carlo Emanauele Ith and that, paid by the City, also checked many municipal works.
