While the 13th Five-Year Plan focused on urbanisation as a systemic accelerator, including urban growth, infrastructure networks, social integration (Hukou), and experimentation with green and smart cities, and recognised constraints on pollutant emissions, land, and local finance, the 14th Five-Year Plan shifted from the “expansion and new construction” paradigm to “regeneration, quality and resilience”. In this article, we will explore how urbanisation, with a current rate close to two-thirds of the population, and the achievement of formal targets ahead of schedule, has prompted a shift in urban policy towards regeneration and an end to large-scale demolition. Additionally, there has been a move towards more digital urban governance and the implementation of explicit sustainable financing mechanisms.
