The New Public Contracts Code, NPCC Legislative Decree no. 36 2023, represents a significant intervention in the fourth systematisation of the planning, authorisation, execution process over the past thirty years, occurring during a phase of transition. This Code lays out the principles of “result” and “trust” and proposes a unified self-executing set of rules, with its objectives assessed in terms of incentives and guarantees for the quality and its outcomes. From a multifactorial perspective, this Code is connected to a variety of technical-administrative and requirement-performance scenarios. These encompass project conception, programme, qualification of the involved parties, environment and sustainability, technical advancement, qualification of building materials, construction execution and standards for the maintenance and facility management of buildings.
