The relevance of urban codes has recently come to the forefront, both for their use in renovating the built environment and their value as new tools for shaping communities. This research takes the Italian historical city as the research object, analyses the General Plan of Palermo (Sicily, Italy) made by Pier Luigi Cervellati in 1989 (especially its cartography’s construction, development, and finalization analysis) and discusses some key issues: preserving the city’s character, the morpho-typological approach to the historic building fabric and the role of design within the planning process.

Abstract
