L’aula in discussione. L’occasione mancata delle norme per l’edilizia scolastica del 1956

Nel corso del 2020 l’emergenza sanitaria ha rivelato una certa discrepanza tra le misure effettive degli spazi scolastici e quelle previste dai quadri normativi. Allo stesso tempo gli ultimi decenni di sviluppi pedagogici e demografici rimettono in discussione l’infrastruttura che la scuola italiana ha ereditato dal XX secolo. Partendo dalla constatazione di quanto ripetitivi siano stati gli obiettivi normativi susseguitisi dal secondo dopoguerra ad oggi, l’articolo ripercorre l’elaborazione e le prime applicazioni delle norme per l’edilizia scolastica del 1956, e avanza ipotesi sulle possibili ragioni del mancato raggiungimento di quegli obiettivi. Infine identifica nella qualità del progetto normativo un elemento importante per non reiterare, nel contesto di possibili ingenti finanziamenti per il rinnovamento dello spazio-scuola, i meccanismi che avevano portato al parziale fallimento dei precedenti sistemi regolativi. During 2020, the health emergency gave rise to measures that involve the school's space and that have not yet stabilized within a regulatory framework. Simultaneously, the demographic issue and pedagogical developments have led to a questioning of the Italian school infrastructure inherited from the XX Century. The article moves from the observation of the repetitive objectives expressed by the rules that have followed one another from the second post-war period to the present day. Thus, the article traces the elaboration and the first applications of the regulation for school buildings of 1956 and puts forward hypotheses on the possible reasons for the missed achievement of the objectives set by that regulatory framework. Finally, an essential element is identified in the legislative project not to repeat the same mechanisms that had led to partial failure of the previous regulatory systems in the context of possible future funding for the renewal of the school space.
