The current technological and social scenario raises new issues with regard to the risks related to the use of data. This suggests to develop broader impact assessment models which consider all the human rights and fundamental freedoms likely to suffer prejudice in the context of a personal data processing. In order to outline a general paradigm of values to be used as a benchmark in the assessment process, the paper focuses on the approaches adopted by the Italian and the Spanish data protection authorities, to highlight the driving interests underpinning their decisions.
