A coupled Bloch-wave approach is employed to analyze active photonic-crystal (PhC) waveguides and cavities. The impact on group index of a generally complex refractive index perturbation is discussed. This perturbation couples the otherwise independent Bloch modes and limits the maximum attainable slow-light enhancement of gain.
