The third Torino strategic metropolitan plan (2015) refers to a core of 38 municipalities within a much lager metropolitan city of 315 municipalities (ex L. 56/2014). The plan has been designed in years of socio-economic crisis that have sharpened difficulties in an already weakened economy, while complex links among local and supra-local levels issues does not seem to have been considered in their full potential, though calling for imaginative leadership and management of different dimensions regarding the rescaling of new economic and development perspectives. The Torino case is thus interesting because of the issue of the reshaping of the regional/metropolitan identity.
