Torino: una Città Metropolitana di 315 comuni / Torino: a Metropolitan City of 315 Municipalities

A reflection about the characteristics of the territory of Torino Metropolitan City (TMC), just established and the problems of its government, including the processes of governance and institutional responsibilities. The territory of TMC is therefore a “dual” territory (mountains and plain), with some “fragile” areas, in which the territorial morphology creates specific settlements and socio-economic conditions and the environmental and landscape issues are more relevant, and with some other areas in which strong physical, functional and economical transformations have been taking place. This case suggests several questions regarding (i) the planning tools available to this new institution, (ii) the policies it needs to define and their consistency with the new European policy, and (iii) the governance and government processes that this new institution can/should put in place.
