This work has been developed as part of a European project, Cities on Power, developed within the Central Europe program. The project’s goal is to promote energy efficiency in urban areas through the creation of a web-based interactive tool. The paper describes amethodology based on a GIS tool open source to estimate the energy savings of residential buildings and to give support to the decisionmaking processes on energy policies. From a socio-economic analysis a feasibility on residential buildings’ renovation is evaluated. Depending on the renovation feasibility, the savings potential on energy consumption is applied to all residential buildings. The results can fix maximum values of energy saving on the short and long term that every single Municipality can reach based on the real building contest and socio-economical feasibility. With this procedure it’s possible to evaluate the objectives of EU on the improvement in energy buildings’ efficiency.
