In ancient Greece, different cities had their owns laws and social structures, but shared a common cultural framework (koine') that was not he result of political or economic colonisation, but of sharing common values. In a world dominated by global actors and global data flows, this idea of a common culture based on shared values respecting data protection and rooted in a human rights framework is probably the best way to define a global norm. From this point of view, this chapter addresses the role of Convention 108+ as an instrument capable of addressing the challenges of global regulation of personal data.
