Making operational proposals for transformation in an articulated and complex urban condition, such as the city of Taranto, requires dealing with a multiple and heterogeneous reality, which is challenging to address through a unifying and synchronic vision. The following proposals explore a thirty-year time horizon – (t0) 2019 | (t30) 2049 – as a limit to exercise a strategic vision and a plurality of actions. The transition from the city of the red fog, which envelops buildings on windy days from the steelworks to the blue city of the two seas and the dust-free sky, is the vision to strive for through an action strategy based on objective conditions investigated on-site and literature. Taranto can be defined as: an archipelago where each neighborhood is an island; an extraordinary landscape context with an unexplored design potential in an ecological vision of enhancement; an essential steel industry for the community's economic survival needing a sustainable productive reconversion; and an urban public space affected by a widespread degradation closely linked to urban shrinkage phenomena. Far from the ambition of proposing strategic actions to address complex issues, the PoliTo team investigates the territory with a diverse critical analysis and visions. In order to explore some adaptive/mitigation measures to contrast the well-known environmental, spatial, and social vulnerabilities, that assume a dimension of evidence and unusual relevance in the three investigated residential neighborhoods - Salinella, Tamburi, and Paolo VI. For each urban district, multiple re-designing actions of the urban space and reloading the ordinary building stock are carried out to support social innovation policies and contrast the community's inequalities.
