Hans Stimmann è stato Senatsbaudirektor del Dipartimento del Senato di Berlino per la Costruzione e l’Edilizia residenziale (Senatsverwaltung für Bau- und Wohnungswesen) per due volte, dal 1991 al 1996 e dal 1999 al 2006. Nel periodo intermedio, dal 1996 al 1999, è stato Staatssekretär (Segretario di Stato) per la Pianificazione nel Dipartimento del Senato per lo sviluppo urbano, la salvaguardia dell’ambiente e la tecnologia (Senatsverwaltung für Stadtentwicklung, Umweltschutz und Technologie). Durante il suo mandato egli è stato in grado di mettere in pratica, dal punto di vista sia tecnico-amministrativo sia pratico, un nuovo modello di politica urbana. La Berlino di Stimmann rappresenta in questo senso un momento particolare e riconoscibile della storia urbana di Berlino, paragonabile ad altre Berlino del passato, amministrate da suoi illustri predecessori. Basti ricordare, tra queste, la Berlino degli anni Venti e Trenta di Ludwig Hoffmann e Martin Wagner, quella del dopoguerra e dei decenni successivi di Hans Scharoun e Werner Düttmann fino a quella più recente di Hans Christian Müller. La differenza fondamentale tra Stimmann e i suoi predecessori sta nel fatto che questi erano architetti prevalentemente attivi anche nella pratica. Al contrario, Stimmann, pur essendo architetto, non ha mai svolto la professione durante il suo intero mandato berlinese, anche per una scelta di tipo etico. Cosa che gli ha permesso, d’altra parte, non solo di dedicarsi a tempo pieno al ruolo di coordinamento di tutte le attività edilizie svolte durante il periodo che va dalla riunificazione delle due Berlino sino alla ricostruzione critica del centro storico, ma anche di svolgere un intensa e continuativa attività pubblicistica, grazie alla quale, in veste di curatore ed autore di testi sulla città e sull’architettura, è stato in grado di orientare e guidare gli interventi urbani da un punto di vista storico-critico e teorico. / Hans Stimmann has been Senatsbaudirektor of the Berlin Senate Department for Construction and Residential building (Senatsverwaltung für Bau- und Wohnungswesen) twice, from 1991 to 1996 and from 1999 to 2006. In the intervening period, from 1996 to 1999 he was Staatssekretär (Secretary of State) for Planning in the Department of the Senate for Ur- ban Development, Environmental Protection and Technology (Senatsver- waltung für Stadtentwicklung, Umweltschutz und Technologie). During his mandate, he was able to put into practice, in terms of both technical-administrative and practical points of view, a new model of urban policy. Stimmann’s Berlin is in this sense a particular and recognizable moment of Berlin’s urban history, comparable to others Berlins of the past, administered by illustrious predecessors. Suffice it to recall among these, the Berlin of the Twenties and Thirties by Ludwig Hoffmann and Martin Wagner, that of post-war period and of the following decades by Hans Scharoun and Werner Düttmann, up to the most recent by Hans Christian Müller. The main difference between Stimmann and his predecessors is that the latters were architects also mainly active in practice. On the contrary, Stimmann, though he is also an architect, never practiced the profession during his whole mandate in Berlin, also as the consequence of an ethical choice. This allowed him, on the other hand, not only to devote himself full time to the role of coordinating all construction activities carried out during the period from the reunification of Berlin up to the critical reconstruction of the historic center, but also to carry out an intense and continuous publishing activity, thanks to which, as an editor and author of books about city and architecture, he was able to direct and guide the urban interventions from an historical-critical and theoretical point of view.
