The chapter addresses the link between resorting to strategic planning on the one hand and institutionalizing metropolitan or inter-municipal cooperation on the other. The chapter focuses first on the Italian planning context and then on the Turin case, trying to show how the city strategic planning process has been considered both as a way to restore public authority in city planning and as a way to prepare for further reinforcement of metropolitan institutional integration.
