The strategies to adopt should be established on the basis of performance-based criteria of design and management, which are the same used in Fire Safety Engineering. In the specific case of the evacuation plan, the latter should be designed according to certain variables that may be successfully used also in other kinds of emergencies related to earthquakes or hydrogeological instability.
