Over the last decade, Europe has experienced an economic and financial crisis that seems to have become progressively established in urban areas. This crisis has been generally interpreted as an obstacle on the conventional path of urban development, but it is today gradually seen as a leveraging device for spatial planning change. From a spatial point of view, European cities are increasingly involved in trends of dispersion in addition to social segregation and environmental decline. In Southern Europe, and especially in Italy, this current crisis has predominantly influenced the cities’ growth so that the recession’s impacts are most evident on welfare policies related to urban facility planning traditionally held by municipalities. Because cities call for concretely contributions to these new pressing urban matters, spatial planning needs to search for a balance between the scarcity of existing resources, on the one hand, and the conflicting demands of individuals about how they should be used, on the other. To this end, this paper aims to blaze a trail to change in the Italian urban standard issue. It proposes an effective discourse on Italian urban standard that must necessarily be traced from the legislative approach of the allocation of areas and equipment for public space at the regional scale. In view of this due disciplinary reformulation, a fruitful path of inquiry is the analysis of Italian urban standards starting from the approaches of the regional spatial planning laws through the timeline from the Seventies to today.
